לא היתה התאמה מלאה בין נוסח מסמך שפורסם באתר ההפצה לבין נוסח המסמך שנמסר למורשה חתימה אלקטרונית של הגורם המדווח לצורך הגשתו לרשות, יגיש מי שהסמיך את מורשה החתימה האלקטרונית לחתום בשמו לפי תקנה 2(א), לא יאוחר משלושה ימי מסחר ממועד פרסום המסמך באתר ההפצה, הודעה בכתב לרשות בדבר העדר התאמה כאמור.
