תחילתו של חוק זה בתום תוקפו של חוק שידורי טלוויזיה מהכנסת (הוראת שעה), התשנ״ז–1997 (בחוק זה – יום התחילה), ואולם תקנות וכללים ראשונים לפי סעיפים 4 ו־5 יותקנו במהלך תקופת הביניים ולפני מועד פרסום המכרז כאמור בסעיף 7.
