פקח רשאי להטיל על אדם קנס בשל הפרת תעבורה אם היה לו יסוד סביר להניח כי אותו אדם ביצע הפרה כאמור, והכול בהתאם להוראות לפי חוק הפרות תעבורה מינהליות.
