4. תחילה, תחולה והוראות מעבר
תחילתו של חוק זה מיום כ״ה בטבת התשמ״א (1 בינואר 1981), ומאותו יום יחול קנס פיגורים לפי סעיף 2 גם על חוב מס קיים; ובלבד שבעד התקופה מיום כ״ה בטבת התשמ״א (1 בינואר 1981) עד יום כ״ה באדר ב׳ התשמ״א (31 במרס 1981) יהא שיעור הקנס 1% לכל שבוע של פיגור או חלק ממנו.
