2. תשלומים לבנק
משעה שאמנת הבנק תיחתם בשם המדינה יהיה שר האוצר רשאי –
(1)לשלם בשם המדינה לבנק את הסכומים שעליה לשלמם על פי אמנת הבנק;
(2)להוציא בשם המדינה, בהתאם להוראות אמנת הבנק, שטרי חוב שאינם סחירים ואינם נושאים ריבית והם משתלמים עם דרישה בערכם הנקוב.
