11. תנאי לפעולה באזור נמל חפשי
(א)באזור נמל חפשי יוקמו ויפעלו מיזמים מורשים בלבד; ולא יפעל מיזם מורשה אלא באזור הנמל החפשי בלבד.
(ב)”מיזם מורשה“, לענין זה, הוא מפעל שהמועצה אישרה אותו לפעולה באזור נמל חפשי.
