קיום המועצה המייעצת, סמכויותיה ותוקף החלטותיה לא ייפגעו מחמת שנתפנה מקומו של חבר בה או מחמת ליקוי במינויו או בהמשך כהונתו, ובלבד שרוב חברי המועצה המייעצת מכהנים כדין.
