13. פיזור המועצה
(א)ראה השר, לאחר התייעצות עם הגנז, כי המועצה אינה ממלאת את תפקידה באופן נאות, יודיע למועצה בהודעה בכתב שישלח ליושב ראש המועצה, כי אם בתוך מועד שיקבע לא תמלא המועצה את המוטל עליה בהתאם להוראות חוק זה, כפי שפירט השר בדרישתו, יפזר את המועצה.
(ב)לא מילאה המועצה את שהוטל עליה כאמור בסעיף קטן (א), בתוך המועד שקבע השר בהודעתו, רשאי השר להורות על פיזור המועצה.
