אושר מועמד לראש רשות והוא מרשימת מועמדים שאושרה לפי חוק הבחירות כרשימה היחידה לבחירות למועצה, יכריז מנהל הבחירות, על דעת ועדת הבחירות, ביום הבחירות, על המועמד כמי שנבחר ראש הרשות ויפרסם הודעה על כך ברשומות.
