השר רשאי, בתקנות, לקבוע הוראות המסדירות דרכי מתן רשיון, חידושו, תקופת תקפו, תנאיו, צורתו, כללי החזקתו וכן את האגרות שישולמו בעד מתן הרשיון או חידושו.
פורסמו תקנות רישוי שירותי התעופה (רשיונות להפעלת כלי טיס והשכרתם), תשכ״ד–1963.
