3. הסדר הצבורי והבטחון
תושבי השטח המוחזק נתבעים בזה לקיים שלום הצבור ומערכת כלכלתו, ולסייע בידי צבא־הגנה לישראל ככל שיידרשו.
כל מי אשר יפר כל הוראה מהוראותי, יועמד לדין בפני בית משפט צבאי שיוקם על דעתי או בפני בית משפט אזרחי, הכל כפי שהמקרה יחייב.
