2. תחולת האיסור
רשות מקומית רשאית להטיל הגבלה או איסור כאמור בסעיף 1 על כל אזור שיפוטה או על חלק מסויים ממנו, ובלבד שיחולו על כל האוכלוסיה באותו אזור או באותו חלק ממנו.
