1. הגדרות
בחוק זה –
”מחלקת חינוך“ – מינהל, אגף, מחלקה או כל גוף אחר ברשות מקומית המופקדים על עניני החינוך באותה רשות;
”מנהל מחלקת חינוך“ – מי שעומד בראש מחלקת חינוך ברשות מקומית; היו כמה מחלקות חינוך ברשות המקומית – הבכיר מבין העומדים בראשן, ובלבד שבכל ראשות מקומית לא יהיה יותר ממנהל מחלקת חינוך אחד;
”רשות מקומית“ – עיריה, מועצה מקומית או מועצה אזורית, למעט מועצה מקומית תעשייתית שאין צורך שתוקם בה מחלקת חינוך;
”השר“ – שר החינוך.
