7. תחילת הדיון
בתחילת הדיון יזהה הדן היחיד את הנילון, יקרא לפניו את כתב התלונה ויביא לידיעתו כי הוא רשאי מנימוקים שיפרט, לבקש את העברת הדיון לדן יחיד אחר; לא הועבר הדיון לדן יחיד אחר, יבקש הדן היחיד את תשובתו של הנאשם לכתב התלונה.
