17. איסור ביצוע פעולות מסוימות במקרקעין בלא אישור המנהל
לא ישתול אדם עצים, לא יבנה ולא יחפור במקרקעין שבהם מצוי מיתקן נפט, למעט מיתקן הגנה קתודית, אלא אם כן הסכים לכך הגורם המפעיל, בכתב, ובהיעדר הסכמה כאמור – אם ניתן לכך אישור המנהל, לאחר שנתן לגורם המפעיל הזדמנות להשמיע את טענותיו.
