4. הרכב המועצה
מספר חבריה של המועצה לא יפחת מחמישה עשר וכחבריה יתמנו אנשים פעילים בשדה החינוך הערבי, אנשי חינוך ברשויות מקומיות, מוסדות להשכלה גבוהה, מוסדות להכשרת מורים וארגוני המורים, וכן עובדים של משרד החינוך התרבות והספורט (להלן – המשרד) שמספרם לא יעלה על 25% מכלל חברי המועצה.
