ראה בית דין כי נסיבות העניין מחייבות שלא להשהות את הדיון בערר שלפניו או מצדיקות סטייה מהוראות תקנות אלה, רשאי הוא לדון בו בסטייה מהוראות תקנות אלה, ככל שנדרש, מטעמים מיוחדים שיירשמו.
