שיעור ההשתתפות של רשויות החינוך המקומיות בקיום מוסדות חינוך רשמיים שבתחומן, בכל תחום כמפורט בתקנה 2, יהיה ההפרש שבין 100 אחוזים לשיעור ההשתתפות של המשרד.
