19. תוקף פעולות
קיום המועצה, סמכויותיה ותוקף החלטותיה לא ייפגעו מחמת שהתפנה מקום של חבר מחבריה, או מחמת ליקוי במינויו או בהמשך כהונתו, ובלבד שרוב חבריה מכהנים כדין.
