4. מסגרת השירות ואופיו
(א)שירות לאומי והתנדבות קהילתית יבוצעו בהתנדבות.
(ב)שירות לאומי והתנדבות קהילתית יבוצעו במסגרת גוף מפעיל בלבד, בהסכמת המתנדב והגוף המפעיל ועל פי הפניה של גוף מוכר; ואולם במקרים חריגים הרשות רשאית לאשר הפעלה של מתנדב בגוף מוכר, לתקופה שלא תעלה על 30 ימים, לשם השלמת תקופת שירותו.
