3. סייגים למינוי
לא ימונה לחבר המועצה אדם שמתקיים בו אחד מאלה:
(1)עיסוקיו או תפקידיו האחרים עלולים ליצור ניגוד ענינים עם תפקידו כחבר המועצה;
(2)הוא הורשע בפסק דין סופי בעבירה פלילית או בעבירת משמעת, שמפאת מהותה, חומרתה או נסיבותיה אין הוא ראוי לכהן כחבר המועצה, או שמתנהלת נגדו חקירה בשל חשד לביצוע עבירה כאמור.
