14. העברה מכהונה של חבר המועצה
(א)השר, לאחר התייעצות עם יושב ראש המועצה, רשאי להעביר חבר המועצה מכהונתו לפני תום תקופת כהונתו אם הוא נעדר, בלא סיבה מוצדקת, משלוש ישיבות רצופות של המועצה או מארבע ישיבות מועצה בתוך שנה אחת.
(ב)השר לא יעביר חבר מועצה מכהונתו לפי הוראות סעיף קטן (א) אלא לאחר שנתן לו הזדמנות לטעון את טענותיו.
