בעל אניה המועסקת בסחר החוף רשאי ברשות גובה המכס למסור תסקיר במקומו של הקברניט על בוא האניה ועל צאתה, ובעל אניה כזאת המוסר תסקיר יהא כפוף לכל הוראה וצפוי לכל עונש הקבועים בפקודה זו לגבי קברניט האניה.
