כל פקיד־מכס רשאי לדרוש מסוכן שיראה הרשאה בכתב מן האדם שמטעמו הוא פועל, לפי דבריו, ואם לא הראה הרשאה כזו, רשאי פקיד־המכס שלא להכיר בסוכנותו.
