4. אצילת סמכויות
המנהל רשאי, בכתב חתום בידו, לֶאֱצוֹל לפקיד־מכס מסמכויותיו לפי כל דין מדיני המכס לגבי ענין מסויים או סוג מסויים של ענינים או תחומי מחוז או נפה מסויימים; אצילת סמכות ניתנת לביטול, בכתב, לפי רצון המנהל ואינה מונעת אותו מהשתמש בכל סמכות מסמכויותיו.
