כל בעל רציף חייב לספק ברציפו, להנחת דעתו של המנהל, מקום מתאים לעבודה משרדית לשימושו הייחודי של פקיד־המכס העובד ברציף, וכן מקום מוסך לשמירה על טובין אם המנהל הודיע בכתב שיש צורך בכך.
