2. רשות הספנות והנמלים
(א)במשרד התחבורה תוקם רשות הספנות והנמלים.
(ב)הרשות תהיה אחראית לפיקוח על הספנות והנמלים, על פיתוחם ועל קידומם וכן להסדרת פעילותם, ותמלא את התפקידים שהוטלו עליה לפי דיני הספנות והנמלים.
