21. תחילה ומינוי לראשונה
(א)תחילתו של חוק זה שישה חודשים מיום פרסומו (להלן – יום התחילה); עד יום התחילה ימונו חברי המועצה, לפי הוראות סעיף 12.
יום פרסום החוק: ט״ו באב התשע״ז (7 באוגוסט 2017).
(ב)השר, באישור ועדת העבודה, הרווחה והבריאות של הכנסת, רשאי, בצו, לדחות את יום התחילה בתקופה אחת שלא תעלה על שלושה חודשים.
