השרים יקבעו את מספר החברים מקרב המגדלים ואת מספר החברים מקרב העוסקים במסחר הסיטוני בהתחשב ככל האפשר במשקל שיש, לדעת השרים, לציבור המגדלים או לעוסקים במסחר סיטוני, בייצור תוצרת הלול או במסחר הסיטוני בה, הכל לפי הענין.
