מטרתו של חוק זה לקדם את הביטחון התזונתי לגבי תושבי ישראל, ברוח כבוד האדם ועקרונות השוויון, הצדק וההגינות, ולשם כך להקים את המועצה הארצית לביטחון תזונתי שתייעץ לשר בנושא זה.
