9. סירוב לרשום
(א)המנהל רשאי לסרב לרשום חומר ריבוי מהונדס או אורגניזם מהונדס לשם מכירתו אם המבקש לא הביא הוכחות מספיקות, להנחת דעתו של המנהל, שחומר הריבוי או האורגניזם אינו מסכן את הצמחים.
(ב)המנהל יסרב לרשום למכירה חומר ריבוי מהונדס או אורגניזם מהונדס אם הורצ״מ קבעה שהחומר האמור מסוכן לבני אדם או לבעלי חיים או שהוא בעל השפעה שלילית בלתי סבירה על הסביבה.
