שוכנע קצין מחוז בקיומה של מחלת בעלי חיים במחוז, רשאי הוא לנקוט אמצעים שייראו לו מעשיים כדי לגרום שיודע על כך למוכתרים, לתופשיהם של משקים ולבעליהם של בעלי חיים שבסביבה.
