השר יגבש תכנית עבודה רב־שנתית לעניין ייצור חשמל מאנרגיה מתחדשת, שתכלול פעולות לביצוע בכל שנה לשם עמידה ביעדים לייצור חשמל מאנרגיה מתחדשת שנקבעו בהחלטת הממשלה; אין בהוראות סעיף קטן זה כדי לגרוע מסמכות השר לפי סעיף 57א.
