בתוקף הטלת שלטון צבא־הגנה לישראל בשטחים המוחזקים בארץ־ישראל, אני, דוד בן־גוריון, שר הבטחון, ממנה בזה בשם הפיקוד העליון של צבא־הגנה לישראל את האלוף אלימלך אבנר (זליקוביץ) להיות מושל צבאי בשטחים המוחזקים הנזכרים במנשר מס׳ 1 מיום כ״ח באב תש״ח (2 בספטמבר 1948).
