בתוקף הטלת שלטון צבא־הגנה לישראל בשטח המוחזק של ירושלים, אני, דוד בן־גוריון, שר הבטחון, ממנה בזה בשם הפיקוד העליון של צבא־הגנה לישראל, את ד״ר דוב (ברנרד) יוסף להיות מושל צבאי בשטח המוחזק של ירושלים.
