3. רשיון לייצור מלט
תיקון: תש״ח, י״פ תשי״ג
(1)אסור לשום אדם ליצר, או לנסות ליצר, מלט ע״י כל תהליך שהוא בכל מקום שהוא בארץ, אלא אם כן קבל מאת שר המסחר והתעשיה או שר האוצר רשיון המתיר לו לעשות את הדבר הזה.
(2)הרשיון יהא כפוף לאותם תנאים ששר המסחר והתעשיה או שר האוצר יראה צורך להטילם בכל מקרה ומקרה.
(3)אסור לשום אדם להחזיק ברשותו מלט שיוצר בארץ שלא בהתאם לרשיון הניתן לפי סעיף זה.
