בפקודה זו יהא למונח הבא הפירוש דלקמן, מלבד אם נוסח הכתוב יחייב פירוש אחר –
”מנהל“ פירושו מנהל המכס והבלו [במקור: מנהל מחלקת המכס, האקסייז והמסחר].
