39. הסתייעות בעובדי רשויות מקומיות
בלי לגרוע מהוראות סעיף 10, רשאי האיגוד, לשם מילוי תפקידיו, להסתייע בעובדי הרשויות המקומיות שבתחומו, לפי כללים שעליהם יורה השר.
