לעניין פרק י׳ לחוק התכנון והבניה, יראו את האיגוד כאילו היה ועדה מקומית בתחום הפיקוח ואת יושב ראש המועצה כאילו היה יושב ראש ועדה המקומית כמשמעותה בחוק האמור, בשינויים המחויבים, ורשאי השר לקבוע תיאומים נוספים לעניין זה.
