1. מטרה
מטרתו של חוק זה למנוע הפצה ומימון של נשק להשמדה המונית, לרבות באמצעות יישום הסנקציות של מועצת הביטחון על גורמים המפיצים ומממנים נשק להשמדה המונית, וכן על גורמים המסייעים בהפצה ובמימון של נשק כאמור, והכול כחלק מהמאבק הבין־לאומי בהפצה ובמימון של נשק כאמור.
