28. הוראת מעבר
הכריזה מועצת הביטחון או מי שהיא הסמיכה לכך, לפני יום תחילתו של חוק זה (בסעיף זה – יום התחילה), כי גורם זר הוא גורם המסייע למדינת חוץ או לארגון הפועל במדינת חוץ בהפצה ובמימון של נשק להשמדה המונית, יראו את אותו גורם, מטעמים הנוגעים ליחסי החוץ של מדינת ישראל, כאילו הוכרז עליו, ביום התחילה, כאמור בסעיף 3(א)(1), והמועדים האמורים בסעיף 3 יימנו החל מיום התחילה.
