3. הפחתה בשל נסיבות אישיות
ראה הממונה לגבי מפר שהוא יחיד, שההפרה נגרמה בשל נסיבות אישיות המצדיקות הפחתה של העיצום הכספי או שהתקיימו נסיבות אישיות קשות המצדיקות שלא למצות את הדין עם המפר, רשאי הוא להפחית למפר את סכום העיצום הכספי בשיעור של 35 אחוזים.
