6. סמכיות הרשות
אלה סמכויות הרשות:
(1)לקבוע את השימוש במשאבים שיעמדו לרשותה;
(2)לגייס הון בישראל ומחוצה לה לצורך ביצוע תפקידיה;
(3)להקים תאגידים, בעצמה או יחד עם אחרים, או לרכוש זכויות בתאגידים קיימים, והכל לצורך ביצוע תפקידיה;
(4)ליצור ולקיים קרנות לפיתוח התרבות, התיירות וקשרי החוץ של ירושלים.
