21. גמול והחזר הוצאות
חבר המועצה לא יהיה זכאי לשכר או לגמול בעד חברותו במועצה, אך יהיה זכאי להחזר הוצאות שהוציא לצורך מילוי תפקידו, ובלבד שאינו זכאי לקבל ממקור אחר החזר הוצאות; השרים, בהסכמת שר האוצר, יקבעו כללים ותנאים שלפיהם ישולם החזר הוצאות כאמור ואת שיעוריו.
