1. מטרה
חוק זה מטרתו לקבוע הענקת אזרחות כבוד של מדינת ישראל לחללי מלחמת הקוממיות, גיבורי ישראל, אשר חירפו נפשם בקרב על המולדת ונפלו בו בטרם הוקמה מדינת ישראל או בימיה הראשונים, אך לא זכו לקבל אזרחות ישראלית.
