4. בדיקת בקשה
(א)ראה הרשם כי בקשה שהוגשה לו אינה כוללת את הפרטים והמסמכים הנדרשים לשם החלטה בבקשה, יודיע למבקש כאמור וידרוש השלמת פרטים ומסמכים החסרים לדעתו בבקשה, ורשאי הרשם לדרוש מן המבקש פרטים ומסמכים נוספים הדרושים לדעתו לשם החלטה בבקשה.
(ב)לא השלים מגיש הבקשה את הפרטים והמסמכים כאמור בתקנת משנה (א) במועד שהורה הרשם, יראו את המבקש כאילו חזר בו מהבקשה.
