שום דבר שבפקודה הזאת לא יהיו רואים אותו כאילו הוא פוטר אדם כל־שהוא מלמלא אחר קביעותיהן של פקודת המכרות, פקודת כריית השמן, 1938, ופקודת המכס, כפי שאותו ביטוי מוגדר בסעיף 2 של פקודת המכס, אלא כדי ובמידה שאינן עקביות לקביעותיה של הפקודה הזאת או לדבריהם או לתנאיהם של כל רשיון או תעודת־היתר שהוענקו לפיה.
