למרות כל דבר, הכלול בפקודת המכרות, בפקודת כריית השמן, 1938, או בחיקוק אחר כל־שהוא, לא יסכה שום אדם – בתחומי מדינת ישראל – ולא יכרה מיניראלים ראדיואקטיוויים כל־שהם, אלא מתוך כפיפות ובהתאם לדבריו ותנאיו של רשיון, שהעניקו שר הבטחון לפי קביעותיה של הפקודה הזאת.
