18. זכות טיעון
מפר שנמסרה לו הודעה על כוונת חיוב לפי הוראות סעיף 17 רשאי לטעון את טענותיו, בכתב, לפני הרשם, לעניין הכוונה להטיל עליו עיצום כספי ולעניין סכומו, בתוך שלושים ימים ממועד מסירת ההודעה.
