37. תחילה
(א)תחילתו של חוק זה, למעט סעיף 5, שישה חודשים מיום פרסומו (להלן – יום התחילה).
(ב)עד יום התחילה תמונה המועצה לפי סעיף 5, ואולם נציג הרשות המקומית שהמרכז פועל בתחומה כאמור בסעיף 5(5), ימונה לאחר שתיקבע הרשות המקומית לעניין זה, אף אם מועד זה מאוחר מיום התחילה, והוראות סעיף 15 יחולו, בשינויים המחויבים.
